PUBLIC POLITICS AS A WAY TO CONCRETE REALIZATION OF THE HUMAN RIGHTS AND THE TREATMENT TO REFUGEES IN BRAZIL
Abstract
The present study investigates through the Brazilian Federal Constitution of 1988, according to the international pacts which Brazil has subscribed, taking as reference the human dignity principle, if the Brazilian public politics are design to foreigners and in what extension. It aims to understand the concept of public politics and who are their recipients, as well the treatment given to immigrants, independently if they are refugees or not. From the forced migration problem, it seeks to raise some hypothesis of public politics achievement directed to human promotion, without ethnics, social classes and nationality distinction. Theme of fundamental importance in a world where prevails a very heavy transit of people of many different nationalities to many countries, it is indispensable to understands that the individual and collective rights are assured to everyone present in Brazil, therefore, to all Brazilians, foreigners and stateless, according to article number 6 of 1988 Brazilian Federal Constitution.
